NAIS consists of three phases: premise registration, animal registration, and reporting the movements of all livestock (including horses) off and on a premise.
The USDA is currently trying to tie premise registration, which they claim is voluntary, to vaccination programs, such as the brucellosis eradication program, and testing programs, such as the Coggins test for Equine Infectious Anemia.
